Representatives introduce bipartisan bill supporting family adoptions

U.S. Representatives Zach Nunn of Iowa and Don Davis of North Carolina have introduced a new bill aimed at encouraging adoption by providing financial assistance to families. The proposed legislation, known as the Fight for Families Act, seeks to support low- and middle-income families, as well as retirees on fixed incomes, by helping offset the costs associated with adopting a child.

Rep. Nunn, who has personal experience with adoption as a father of six children including two adopted daughters, expressed his motivation behind the bill: "As a father of six, including two daughters my wife and I adopted, I’ve seen firsthand the complexity and shortcomings of the adoption process," he said. "Family is everything to Iowans, and I want to make sure that I’m doing everything in my power to help Iowans who are willing to open their home to disadvantaged children."

The high cost of adoption is often a barrier for many families. Adoption expenses can range from $8,000 to $40,000 due to agency fees, attorney fees, and other related costs. Currently, the Federal Adoption Tax Credit offers $16,810 but primarily benefits high-income families with significant tax liabilities. This makes it difficult for those on lower incomes or fixed incomes—such as retirees—to benefit from this credit.

Rep. Davis emphasized the importance of making adoption accessible: “We must fulfill our obligation to ensure equal access to adoption for families who have opened their hearts and homes to children in need. By leveling the playing field for low- and middle-income parents seeking to adopt kids with special needs, Congress can take one step towards doing just that.”

The Fight for Families Act proposes making the Federal Adoption Tax Credit fully refundable so that it can assist families across different income levels in managing adoption costs. Advocates believe this change could significantly impact children awaiting permanent homes.
