Bipartisan bill introduced to enhance ReConnect Program for rural internet access

Representative Zach Nunn has introduced a bipartisan legislative effort known as the ReConnecting Rural America Act, which aims to permanently authorize and enhance the USDA's ReConnect Program. The program focuses on providing broadband internet to underserved rural communities. Nunn is joined in this initiative by Representatives Gabe Vasquez and Eric Sorensen.

According to Nunn, "Nearly 400,000 Iowans do not have access to a reliable internet connection. That’s a student who can’t finish their homework, a farmer who can’t utilize precision ag tools, or a senior who can’t access telehealth services." He emphasized the need for connectivity in a modern economy and pointed to the act's targeted investments in rural broadband to address the issue.

Statistics indicate that nearly 20% of Iowans lack basic broadband access, positioning Iowa at 45th in national rankings. Rural families face challenges accessing telehealth, precision agriculture, and online education due to inadequate internet connections.

Sorensen highlighted the importance of the program for small businesses and families, stating, "In our interconnected world, it is essential that American families and small businesses across the country have access to reliable high-speed internet no matter where they live."

Rep. Vasquez commented on the significance for rural and Tribal communities, asserting, "In 2025, It is unacceptable for rural and Tribal communities in New Mexico to lack reliable internet."

Shirley Bloomfield, CEO of NTCA Rural Broadband Association, supported the bill, stating, "The ReConnecting Rural America Act improves... to better target funding where it is needed most." She expressed appreciation for Nunn's leadership on this issue.

The bill aims to improve the ReConnect Program by codifying it into the Rural Electrification Act, establishing stronger broadband speeds, and ensuring federal support for essential internet service upgrades. It also supports broadband deployment for precision agriculture and requires providers to join affordability programs.

The bill has garnered cosponsorship from a range of representatives and endorsements from key associations, including the National Rural Electric Cooperatives Association and NTCA.
