Nunn introduces bipartisan bill aimed at easing land access for new farmers

Representatives Zach Nunn (IA-03) and Jasmine Crockett (TX-30) have introduced the bipartisan Next Generation of Farmers Act, aiming to make it easier for new producers to qualify for direct farm real estate loans from the U.S. Department of Agriculture (USDA).

“In Iowa, farming is more than a livelihood, it’s a way of life. Starting out shouldn’t mean three years of red tape before you can even buy the land,” said Rep. Nunn. “By cutting the experience requirement to one year, this bill will help more Iowans purchase land, build equity, and keep family farming going strong for the next generation.”

Currently, federal rules require prospective first-generation farmers to show three years of experience before they can access USDA loans for purchasing farmland. This rule has prevented many young and first-time farmers—especially those without family-owned land—from entering agriculture.

The proposed legislation would reduce that experience requirement from three years to one year, which supporters say will give beginning farmers better access to financing and allow them a fairer chance at starting their own operations.

“Land is power, and for too long, too many people ready to farm have been told to wait their turn while opportunities pass them by,” said Rep. Crockett. “I’m not here for outdated rules that keep the next generation of farmers on the sidelines. This bill is about breaking down those barriers so folks who are ready to put in the work can own the land, build wealth, and keep our communities fed.”

Direct Farm Ownership loans are managed by USDA’s Farm Service Agency (FSA) and offer financing options for buying or expanding farm operations. However, current eligibility criteria are seen as restrictive by many aspiring farmers due to complicated application processes and strict requirements.

Supporters describe the Next Generation of Farmers Act as a bipartisan effort designed to support family agriculture in rural communities by making land ownership more accessible for new farmers.

“Our family farmers are the lifeblood of our rural communities. To continue feeding and fueling America, we must ensure those who wish to take on this crucial responsibility, have the support and tools they need to not only get started, but have long-term success. This legislation will do just that.”
