Representatives Zach Nunn (IA-03) and Suzanne Bonamici (OR-01) have introduced the Promoting Apprenticeships through Regional Training Networks for Employers’ Required Skills (PARTNERS) Act. The bipartisan legislation aims to expand access to work-based learning programs and create additional pathways to high-quality jobs.

“Not every career starts with a four-year degree, and it shouldn’t have to,” said Rep. Nunn. “In Iowa, we know the value of hard work and hands-on training. This bill helps local businesses offer paid, skill-building jobs that lead directly to long-term employment. It’s a win for working families, employers, and Iowa.”

The PARTNERS Act seeks to address workforce shortages by investing in partnerships among businesses, educational institutions, and community organizations. These collaborations are intended to give workers more opportunities for apprenticeships and on-the-job training in industries experiencing growth.

“Having a robust workforce is essential to growing the economy, and there are commonsense steps we can take to help workers find and obtain quality jobs,” said Rep. Bonamici. “Investing in partnerships among businesses, schools, and community partners is essential so we can continue to support and grow the workforce. I am pleased to work with my colleagues Reps. Nunn, Guthrie, and Stevens to create more opportunities for good-paying jobs that are needed in today’s economy.”

If enacted, the legislation would establish a new federal grant program aimed at developing and expanding local industry partnerships. The goal is for small- and medium-sized businesses to provide paid hands-on training opportunities along with mentorships and support services that promote long-term employment.

Several organizations have endorsed the bill including Jobs for the Future, National Skills Coalition, National Taskforce on Tradeswomen’s Issues, U.S. Conference of Mayors, and National Community Action Foundation.
