U.S. Representatives Zach Nunn and Emilia Sykes have introduced bipartisan legislation aimed at protecting communities from dangerous lead in their drinking water. Rep. Nunn emphasized the importance of removing lead-lined water lines to safeguard communities, stating, “Removing lead-lined water lines is essential to safeguarding our communities and families from the irreversible damage caused by toxic-lead exposure.”
Rep. Sykes highlighted the significance of the Safe Drinking Water for Disadvantaged Communities Act, expressing, “Every American, no matter where they live, should be able to access clean, safe drinking water when they turn on the tap.” She emphasized the need to replace lead pipes to create safer and healthier communities for all.
The legislation aims to address the issue of lead contamination in water, which can have severe long-term effects on families, especially children. Even low levels of lead exposure can negatively impact a child’s development by affecting speech, hearing, and academic success.
Ted Corrigan, CEO and General Manager of Des Moines Water Works, commended Congressman Nunn's efforts in making federal funding more accessible for lead service line replacements, stating, “This legislation will allow utilities such as ours to make money available to help customers who otherwise might not be able to replace their lead water line.”
Des Moines resident Valerie Williams, who participated in Des Moines Water Works’ lead service line replacement pilot program, expressed gratitude for the opportunity to have her lead service line replaced, acknowledging, “I’m definitely appreciative of the opportunity to be able to get the lead service line replaced because it’s probably not something I would have been able to get done by myself.”
The bipartisan Safe Drinking Water for Disadvantaged Communities Act aims to increase funding for pipeline replacements in disadvantaged communities by ensuring that all funds for lead service line projects are provided as 100% forgivable loans or grants. The legislation aligns with the Infrastructure Investment and Jobs Act, which authorized significant funding for replacing lead service lines and other related projects under the Safe Drinking Water Act.
