Sealed proposals will be received by the City of Osceola, at the office of Kirkham Michael Urbandale Office, 4390 114th Street, Urbandale, Iowa 50322 until 11 a.m., May 18, 2020 for furnishing all labor, materials and equipment and performing all work necessary on the:

Copies of the bid documents including project drawings and technical specifications are on file and may be inspected at:

Contact document may be examined at the above addresses. Digital contact documents are available on QuestCDN for $15.00. Paper copies may be procured form the office of the Engineer. Kirkham Michael, 4390 114th Street, Urbandale, Iowa 50322, upon fee payment of $100.00, none of which will be refunded. Bids will only be accepted from bidders receiving contact documents directly from QuestCDN or Kirkham Michael. Questions regarding bids shall be directed to Kirkham Michael & Associates, Inc. at the above address in writing no later than seven (7) calendar days prior to the bid opening.
Due COVID-19 guidelines, there will be no gathering for the bid opening. The contractor can mail their bid to the Kirkham Michael Urbandale Office. If the Contractor wishes to hand deliver their bid, they will need to call 515.393.4766 to make arrangements. The day before the bid opening, a call-in number will be provided to the planholders for those who wish to listen to the bid results at the time of the opening.
Each bid must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to the City of Osceola.
Bids may be held by the City of Osceola, for a period not to exceed ninety (90) days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
The right is reserved, as the City of Osceola, may require, to reject any and all bids and to waive any informality in the bids received.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 5.91 percent participation for small business concerns owned and controlled by qualified Disadvantaged Business Enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26.
The City of Osceola in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises (DBE) will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
