City of Osceola issued the following announcement on July 13.
NOTICE: Friday afternoon, we had a fairly bad water main break that caused the city to remove the traffic loops that are embedded in the pavement on W Jefferson. Without those of loops, the signals can not recognize when a car is sitting at the light.
For the next few weeks, the signals will all be set to “4-way flash,” which is enforced as a four-way-stop.
