CITY OF BLOOMFIELD: The City of Bloomfield is accepting Requests for Qualifications for the position of City Attorney

City of Bloomfield recently issued the following announcement.

According to Chapter 20 of our Code of Ordinances, the Council shall appoint a City Attorney for the term of two years. Our current contract concludes on or about January 2021. Please review the scope of services below when submitting your qualifications.

The scope of services includes, but is not limited to:

  • Review and advise on personnel policies
  • Review, advise and possibly prepare new and existing resolutions
  • Review, advise and possibly prepare new and existing ordinances
  • Review and advise on new or existing contracts or agreements
  • Address all miscellaneous questions and issues that are traditionally part of the normal operating procedures of the City of Bloomfield
  • Review and advise on promissory notes and general obligation bonds
  • Review and advise on document preparation requested from the Auditor or City Council
The City Council would also like to see a cost proposal for the additional items listed below:

  • Attendance in person or by telephone at the City Council Meetings as requested by the Council – please submit either a lump sum cost per meeting or a per-hour cost per meeting attended
  • Provide litigation services on behalf of the City and prosecute or defend actions and proceedings when so requested by the Mayor and/or City Council
  • Hourly rate for items not included in the retainer amount listed above
With your proposal, please submit a complete resume, your educational background, your years of practice and any specializations you may have. Please also note if you have any municipal experience  and experience in the areas of labor, employment, contracts and union negotiations.

The City of Bloomfield has the right to refuse any and all bids. The City also reserves the right to hire additional attorneys/law firms for separate situations as they arise, as this is not an exclusive contract. At the time the attorney and/or firm is chosen by Council, a further defined Agreement for Services will be acted upon.

Please submit the above requested information to the City Clerk by Monday, January 4, 2021. RFQ’s will be reviewed by the City Council at the regularly scheduled council meeting January 7th, 2021.
