ATV/UTV ib City Limits

On June 13, 2022, Governor Reynolds signed House File 2130 into law.  HF 2130 pertains to the regulation and operation of all-terrain vehicles (ATVs) and off-road utility vehicles (UTVs).  Under city ordinance these vehicles are only allowed to be operated in City limits during the winter on the frozen ponds in the park. Passage of HF 2130 has not changed city code.  The use of ATVs, UTVs, and golf carts is still prohibited on city streets.  

Any operations outside of those limits will be subject to a fine.  City Administrator, Phil Rath stated, “The laws regarding use of ATVs have not really changed for the City.  Cities have had and continue to have the ability to designate certain roadways and regulations related to ATVs and UTVs.”  To change the current law and authorize these vehicles on city roadways, it must be passed by ordinance with the Ottumwa City Council.
