U.S. Representative Zach Nunn of Iowa has introduced a bipartisan bill aimed at supporting survivors of domestic abuse and sexual violence. The proposed legislation, known as the Protecting Women and Children Act, seeks to enhance access to resources and improve federal grants for organizations that provide safe environments for those affected by such violence. The bill is cosponsored by U.S. Representative Yadira Caraveo from Colorado.
"In Iowa, we have work to do to end a pattern of domestic and sexual violence. We must do everything in our power to support the survivors of these terrible crimes," stated Rep. Nunn. He emphasized the importance of community programs in ensuring safety for women and children experiencing violence.
Statistics from the Centers for Disease Control and Prevention (CDC) indicate that one in four women and one in seven men will face physical violence from their partner during their lifetime. Iowa ranks second nationally for the percentage of women who have experienced domestic violence, with survivors being three times more likely to develop mental health issues such as PTSD or depression.
Community organizations play a vital role in assisting survivors, providing safe havens, and responding to urgent needs. In 2021, all 21 domestic violence programs in Iowa participated in a study conducted by the National Network to End Domestic Violence, helping over 1,000 victims seeking shelter within a single day.
Rep. Caraveo highlighted the urgency of addressing domestic violence following record-high deaths related to such incidents in Colorado for two consecutive years: "With domestic violence deaths in Colorado hitting a record high this year for the second year in a row, it’s clear we must do more to protect survivors and tackle the root causes of this crisis."
The Protecting Women and Children Act aims to bolster prevention efforts, protection measures, and long-term support through improved federal grants targeting community organizations that assist victims of various forms of abuse. It also seeks increased coordination with state agencies and non-profits while prioritizing rural areas.
Rep. Nunn introduced this legislation during an event held in Des Moines.
